layers on ALL drawings

After more than a decade using WinCC OA, I have just learned that layer control is only by one panel at a time?

I was always under the impression that I could just LayerOff(2) and it was for all panels on a particular UI.

My goal is to declutter but not with zoom.

Has anyone written this code?

But, if layers work ONLY via the zoom/cluttering factor... why is there a LayerOn(int) and LayerOff(int) function?

It seems that there is a way to turn off a layer without messing with the cluttering %?

I also cannot seem to get the getValue function "layerVisible" to work?

The concept of turning on/off layers on demand would seem like a very useful feature in the product. I just can't seem to find a way to do it.
