How to trigger the reload of all CTRL libraries via command line

I was wondering if it's possible to trigger the reloading of all CTRL libraries via command line instead of going through the menus in Gedi:

Ideally I'd want to be able to enter a command like "WCCOAui -reloadCTRLIBs" to trigger the same reload action that occurs in the Gedi. Does such a command exist?

Related to this is there a way to force the control script to reload even if gedi is saying the scripts are currently in use? I constantly get the below message when trying to reload CTRL LIBs even when all processes using the CTRL libraries have been terminated.

There is no alternative to this menu item.
The real action to ensure that all libraries are loaded is to restart the entire project (or the manager containing the changed library).
However, since GEDI is an engineering tool, this reload menu is also an engineering option.

Sometimes the reload doesn't work, the best solution is a GEDI restart.
